The footage, captured during a Dec. 3 incident at Riverfront Green Park, depicts Fields being tased, kicked, and struck by police, igniting widespread outrage, community protests, and an official investigation into the Peekskill Police Department’s use of force.

Disturbing Footage Raises Alarm

The video, obtained by CBS News and shared by community activist Darrell Davis, shows a White officer deploying a stun gun on Fields while shouting commands. As Fields lies on the ground, the officer kicks him, and a second officer arrives to punch him. Both officers then engage in a physical confrontation, striking Fields repeatedly until additional officers arrive and take him into custody.

Police initially responded to a complaint regarding a man spotted near a gazebo by the Hudson River. However, many residents argue that the brutality displayed in the video aligns with a troubling trend in how Black men are treated during encounters with law enforcement.

Community Response: “They Beat Our Brother”

The video’s release prompted an immediate and passionate response from the community. Reports indicate that an unidentified officer involved in the arrest has been placed on paid administrative leave as the Westchester County District Attorney’s Office opened an investigation.

On Dec. 13, approximately 75 people gathered at the riverfront gazebo, where Fields was arrested, for a peaceful rally. The demonstrators branded the encounter as police brutality and demanded the release of the full body-worn camera footage. Attendees shared personal accounts of negative interactions with law enforcement, amplifying feelings of collective trauma.

Davis, serving as a spokesperson for Fields’ family, expressed outrage at the treatment Fields received. “The way they beat our brother was inhumane,” he asserted. Known to police and having faced emotional challenges in the past, Fields’ history did not justify the excessive force used against him, according to Davis. He emphasized, “It was disgusting… You had him tased, helpless, and you pounced on him, and that’s not your job.”

Police Chief’s Response and Investigation

In response to the public outcry, Peekskill Police Chief Adam Renwick referred the case to the district attorney for an independent investigation. At a city council meeting, Chief Renwick acknowledged that the footage raised “legitimate questions about the use of force.”

“Our goal is to ensure a thorough and impartial investigation,” Renwick stated, emphasizing that the department has provided all relevant evidence, including body-worn camera footage and witness statements. Mayor Vivian McKenzie also expressed concern, noting, “What we saw was very, very concerning.”

Meanwhile, the Westchester County District Attorney, Susan Cacace, has assigned her Public Law Enforcement Integrity Unit to investigate the officers’ handling of Fields’ arrest.

In contrast to the community’s condemnation, the Peekskill Police Benevolent Association (PBA) has defended the actions of the officers involved. PBA attorney Andrew Quinn claimed that Fields was allegedly exposing himself in the park and had a history of problematic behavior. He argued that Fields acted aggressively, approaching the officers in an irrational manner and possibly under the influence of narcotics, which necessitated the use of force to detain him.

The PBA’s stance highlights the ongoing tension between law enforcement and the community they are sworn to protect. Fields, who is not currently in custody, has previously faced legal issues, including a misdemeanor drug possession charge in September.

In response to the community’s concerns, Davis has helped establish a support committee to assist Fields, raising funds to move him from the streets into a hotel. The committee, which includes local residents like Ingrid Wittmann and Arne Paglia, aims to provide not only financial support but also a voice for those affected by similar injustices.

Davis has encouraged community members to engage with the district attorney, advocating for accountability from the officers involved and urging compassion in the treatment of Fields.
