Resumption of International Postal Services to the USA: What You Need to Know

On October 15, the Department of Posts in India announced the resumption of all categories of international postal services to the United States. This decision comes after a suspension that began on August 22, 2025, due to new regulations introduced by the U.S. Customs and Border Protection (CBP). These regulations were implemented following Executive Order 14324, which affected how postal shipments were treated in terms of “de minimis” exemptions.

Background of the Suspension

The suspension arose out of necessity for compliance with new regulatory requirements aimed at the collection and remittance of import duties on incoming shipments. These measures were established to enhance customs clearance and improve the overall delivery experience for recipients in the U.S.

Development of a Compliant Mechanism

In response to the new requirements, India Post undertook extensive system development and coordinated efforts with CBP-approved Qualified Parties. Operational trials conducted in different regions, including Delhi and Maharashtra, were successful, leading to the establishment of a Delivery Duty Paid (DDP) processing mechanism. This new arrangement allows customs duties on shipments to be collected at the point of booking in India.

Understanding the Delivery Duty Paid (DDP) Mechanism

Under the DDP framework, all applicable customs duties are prepaid upfront. This means that when a shipment is booked, the sender pays the necessary duties, which are then remitted directly to CBP. This system guarantees full regulatory compliance, allowing for faster customs clearance and more seamless delivery.

According to the guidelines laid out by the CBP, customs duties for postal shipments from India are set at a flat rate of 50% of the declared Free On Board (FOB) value. This policy applies under the International Emergency Economic Powers Act (IEEPA) tariff, specifically for items originating from India. Importantly, this structure differs from commercial consignments, as no additional base or product-specific duties are levied on postal items.

Economic Benefits for Exporters

This favorable duty structure provides significant financial relief for exporters, particularly small and medium-sized enterprises (MSMEs), artisans, and e-commerce businesses. By reducing the overall cost burden, the postal service positions itself as a more affordable and competitive option for logistics. Notably, the Department of Posts has clarified that there will be no additional charges for customers using the DDP and Qualified Party services, which allows for both compliance and cost-effectiveness.

Accessible International Shipping

Businesses and individuals can now book a wide range of international mail services, including EMS, Air Parcels, Registered Letters, and Tracked Packets, for delivery to the USA. These services can be accessed from any post office, International Business Centre (IBC), Dak Ghar Niryat Kendra (DNK), or via the Self-Service Portal at www.indiapost.gov.in.

Enhanced Shipping Experience

The DDP mechanism not only streamlines the process but also fosters transparency in duty collection. Senders will have the ability to prepay all applicable duties, which alleviates concerns over unpredictable shipping costs. This ensures a smoother delivery experience for recipients abroad, creating a win-win situation for both senders and recipients.
