Surgical Racism: North Carolina’s New District Map Excludes Its Sole Black Congressman, Sparking Outrage

Outrage Over North Carolina’s New Congressional Map

A recent congressional map passed by North Carolina Republicans has ignited widespread outrage amid a national redistricting strategy heavily influenced by former President Donald Trump. Critics assert that this map primarily targets Black members of Congress, marking a significant shift in the political landscape.

Changes to the 1st Congressional District

The newly drawn 1st Congressional District, currently represented by U.S. Rep. Don Davis—North Carolina’s only Black congressman—has been sculpted to become virtually unwinnable for Democrats. Historically, this district, with a large population of Black rural voters, has consistently elected a Black Democrat since 1992. The implications of these changes cannot be overstated, as they seem designed to diminish the political power of a demographic that has long been represented in Congress.

Voices of Protest

Civil rights leader Bishop William J. Barber II has been vocal in his condemnation of the new map, describing it as “surgical racism.” Barber, who leads the Repairers of the Breach and serves as national co-chair of the Poor People’s Campaign, emphasizes that this strategy is about more than just electoral shifts. “When you steal people’s representation, you steal their healthcare, their wages, and their future,” he stated, highlighting the broader social implications of redistricting.

Barber has vowed to mobilize efforts in the courts, the streets, and at the ballot box to ensure that the collective voice of North Carolinians is not drowned out by gerrymandered maps.

Rep. Don Davis’s Position

Congressman Don Davis, who assumed office in 2023, condemned the new map as “one of the darkest moments in our state’s history.” He described it as “morally wrong on all fronts,” criticizing the haste with which it was passed. “While families in eastern North Carolina face real struggles and concerns, our state has prioritized passing this new congressional map,” he noted. The timing—377 days before the next election—raises questions about the motivations behind such rapid changes.

Davis criticized the limited opportunity for public discourse surrounding the map. The new boundaries were only made public a week before their approval, and during committee hearings, citizens were allowed just one minute to voice their opinions. This lack of public participation and engagement has sparked further frustration among constituents.

The Call for Accountability

As Davis and Barber continue to rally the community, the call for accountability echoes strongly among advocates for voting rights. Barber asserted, “If they won’t hold public hearings, we will.” Drawing parallels to the struggles of the Civil Rights Movement, he invoked the memory of the Edmund Pettus Bridge, emphasizing the importance of collective resistance against what many see as an unjust manipulation of electoral power.

National Context of Redistricting

North Carolina’s redrawn congressional map is part of a larger trend observed in multiple states. Just months prior, similar redistricting efforts in Texas, which gave Republicans a significant advantage, have also faced scrutiny from voting rights advocates. Traditionally, congressional maps are revised every ten years following the U.S. Census; however, the unprecedented move for mid-decade redistricting has raised alarms about the politicization of the redistricting process.

Legal Challenges Ahead

The implications of these new maps could lead to considerable legal battles. The Texas map is already being challenged in federal court for potentially violating the Voting Rights Act. With critical cases, such as Louisiana v. Callais, currently awaiting judgment in the U.S. Supreme Court, the erosion of protections against racial discrimination in voting has become a pressing concern.

Democratic National Committee Response

In response to these developments, Democratic National Committee Chair Ken Martin criticized North Carolina Republicans for their allegiance to Trump. He claimed that the redistricting efforts are a direct response to anticipated losses in the upcoming midterm elections due to policy failures, pointing to issues like healthcare cuts affecting almost half a million families in North Carolina. “Democrats won’t stop fighting Trump’s attempts to cheat because every North Carolinian deserves fair representation,” Martin asserted.

A Future in Flux

The landscape of North Carolina’s political representation is in flux, marked by a contentious debate over the principles of fair representation and the integrity of the electoral process. As advocates and lawmakers navigate this complex terrain, the unfolding events are pivotal not only for North Carolina but also set precedents that could reverberate across the nation.
